1. Let’s start with your journey in the foreign service and your inspiration behind choosing a career path in diplomacy?

Embarking on a career in diplomacy was never part of my original plan. My journey began in the realm of engineering, initially as a design engineer in a consulting firm and then as an Assistant Engineer at Bangladesh Rural Electrification Board (REB). This phase of my life was marked by a stable trajectory, rooted deeply in the technical field I had studied. However, life had an unexpected twist in store for me. During this period, several of my friends were preparing to enter the civil service, and their enthusiasm for the field was contagious. They managed to pique my interest, leading me to consider a path I had never thought about before.

The idea of joining the civil service grew on me, with my initial inclination leaning towards the Administration Cadre of the Bangladesh Civil Service (BCS). In my hometown of Noakhali, the notion of joining the Civil Service of Pakistan (CSP) held a special allure. It was seen as the pinnacle of achievement for those who excelled academically. Such notion for joining Administrative Service remained prevalent in my locality though the charm and royalty of CSP cadre had already gone after creation of Bangladesh. I thought as a member of the Administrative Service branch of Bangladesh Civil Service, I could contribute more directly to the governance and administration of our society. But, as fate would have it, a conversation with a family friend would steer my aspirations in a new direction. He suggested that I should set my sights on the foreign service, citing the prestige and the impact associated with it. I changed my mind and decided to place the foreign service at the top of my preference list. This decision marked the beginning of my unexpected journey into the world of diplomacy, a path that I had not envisioned for myself but one that I embraced with an open heart and mind.

2. Walk us through your career highlights and the milestones you’ve achieved throughout your diplomatic journey.

My diplomatic career commenced in an unexpected but transformative manner in China, where I spent two enlightening years at Beijing Language and Culture University, under the auspices of the Bangladesh Foreign Ministry. As the second diplomat from the ministry to study there, I was part of a pioneering group exploring new diplomatic methodologies. I was also lucky in the sense that in my first diplomatic assignment in Beijing, I got the opportunity to serve under two iconic diplomats of our country, Ambassador C.M. Shafi Sami and Ambassador Mustafizur Rahman. Both of them later became Foreign Secretary of Bangladesh. This experience laid the foundation for a career that would take me around the globe, from the vibrant streets of London, where I served as the First Secretary (Political) and Counsellor (Political) at the Bangladesh High Commission, to the dynamic corridors of Ministry of Foreign Affairs in Dhaka as a Director for South Asia and SAARC, Personnel and Foreign Secretary’s Office, among other significant roles.

In Washington DC, at the Bangladesh Embassy, I ascended from Counsellor (Political) to Deputy Chief of the Mission, before taking on the role of Consul General in Dubai and the Northern Emirates, United Arab Emirates. My tenure in Singapore as High Commissioner also created an opportunity for me to serve as the Dean of the Diplomatic and Consular Corps. That was a period of profound learning and engagement with diverse diplomatic practices. My journey continued as I served as the Bangladesh High Commissioner to Canada, during which I was also accredited as Ambassador to Argentina, Cuba, Jamaica, and Venezuela. This role allowed me to champion the interests of Bangladesh and its diaspora, culminating in a tenure as Secretary for Bilateral and Consular Affairs in the Ministry of Foreign Affairs of Bangladesh after my promotion to the rank of Secretary.

My first overseas assignment in Beijing coincided with China’s transition from a socialist to a market economy. I saw the phenomenal rise of China politically, economically and militarily under the leadership of paramount leader Deng Xiaoping. Witnessing this transformation firsthand provided me with a unique perspective on the power of policy and economic reform. My ability to communicate in Chinese opened doors to deeper connections and understanding, enhancing my effectiveness as a diplomat. Unfortunately, I was not posted to Beijing second time and my effectiveness as a China expert dwindled. 

In London, I worked closely with one of our legendary diplomat, present Finance Minister Abul Hassan Mahmood Ali who was our High Commissioner there, navigating challenges and making significant contributions to the wellbeing of the Bangladeshi community and promoting our country’s political and economic interests. Under his leadership, we built effective relations with Britain in almost every area. Among others, our efforts to curve down school dropouts among the Bangladeshi students in Britain resulted in meaningful policy changes, demonstrating the impact of thoughtful diplomacy on social issues.

My role in the USA involved engaging with the Bangladesh Caucus in the House, where I liaised with the offices of the US Congressmen on critical trade and policy matters, showcasing the strategic aspects of diplomacy. I also enjoyed tremendous support from the State Department. In Dubai, I led initiatives to address the needs of Bangladeshi workers, creating better working environment, ensuring the repatriation of deceased workers and securing compensation for their families, reflecting the humanitarian facet of my work.

Singapore offered a fresh perspective on economic development, where discussions with trade and industry leaders underscored the importance of adapting successful models to fit the unique context of Bangladesh. My meetings with Temasek Holdings, Singapore’s Sovereign Fund and Corporate Chiefs, removed many of the misperceptions about Bangladesh economy and was instrumental in promoting Bangladesh as an attractive destination for business and investment. Singapore Business Federation and International Enterprises, Singapore helped me to host trade and investment seminar annually in Singapore throughout my tenure in their official venue without charging fees and even they did the marketing to bring Singaporean investors to the seminar. I am grateful to FBCCI, DCCI, MCCI, NBR, BOI, Ministry of Commerce and Prime Minister’s Office (PMO) whose presence in those seminars dispelled many misperceptions about business environment in Bangladesh.

My tenure in Canada was marked by significant advocacy work, leading to changes in the bill for Canada´s General Preferential Tariff (GPT) – Canada´s designation for the GSP scheme, that safeguarded a billion dollar in exports of textile products and the livelihoods of thousands of RMG workers who were mostly females. Members of Canadian Parliament, Department of Global Affairs, Canadian Embassy in Dhaka and BGMEA extended their all-out support in my effort to keep Bangladeshi textiles in their GSP scheme. 

Now, in Moscow, I am honored by the trust placed in me by our Hon’ble Prime Minister to strengthen ties with Russia. This mission holds the promise of significant advancements for Bangladesh, particularly in the area of nuclear energy, and underscores the enduring importance of diplomacy in achieving national objectives.

This journey, from Beijing to Moscow, through various cultures, challenges, and achievements, illustrates the multifaceted role of diplomacy in shaping the world. It’s a testament to the enduring impact of dedicated service and the transformative power of open dialogue and mutual understanding.

3. Given your diverse diplomatic roles in multiple countries, how have these experiences shaped your approach to diplomacy, and what unique challenges and opportunities do you encounter in representing Bangladesh in Russia compared to your previous postings?

No two countries are alike, each offering unique opportunities and challenges based on their economic, political, or strategic importance. Throughout my career, I’ve had the privilege of serving in a variety of nations, each with its distinct relationship with our country. The training and adaptability of diplomats are crucial, as they enable us to navigate the diverse landscapes of international relations effectively. For instance, my tenure in China coincided with its pivotal transition towards embracing market economy welcoming Foreign Direct Investment (FDI), thus providing me with invaluable insights into the intricacies of economic transformation and international cooperation.

The approach to diplomacy varies significantly from one country to another. Currently, in Russia, the directive and guidance from our Hon’ble Prime Minister to deepen our relationship with that country has opened new avenues for collaboration in bilateral political and economic relations, creation of new markets for our products and opening up job opportunities for our skilled workers which till last year in Russia was opened only for four or five countries from Central Asia, Vietnam, North Korea and India. Russia’s enthusiasm for bolstering ties with us in these areas also signals a promising horizon for mutual benefits.

Maintaining and enhancing relations with Russia presents its own set of challenges, given the country’s diverse interests and its pivotal role on the global stage. However, the steadfast support from our government has been instrumental in facilitating my efforts to navigate these complexities. This backing not only empowers us to pursue ambitious projects and collaborations but also underscores the significance of diplomatic agility and the importance of robust governmental backing in achieving successful international relations.

4. With a background in civil engineering, how has your technical education influenced your diplomatic career, especially when dealing with international affairs?

My journey is a testament to the rich tapestry of experiences that have shaped my diplomatic career, which, intriguingly, began with a foundation in engineering at BUET. Beyond the realms of engineering, I have always harbored a deep passion for writing, reading, and immersing myself in diverse cultures and societies. This eclectic mix of interests was sparked in 1973 when, as a seventh-grader, my father presented me with a book titled ‘Biswa Porichoy’ published by Deb Sahitya Kutir of Kolkata that meticulously documented the political histories of various countries. This gift opened my eyes to the world of legendary figures from Pablo Neruda, Che Guevara, Patrice Lumumba to Netaji and familiarize me with Monroe Doctrine to Euro-American policy of containment of Communism after the Second World War. From that tender age, I found myself deeply connected to the world of diplomacy, equipped with knowledge that would later serve as the bedrock of my career.

To excel in diplomacy, one must possess a profound understanding of regional and international histories, as these contexts shape the interactions between nations. However, knowledge of sports, cultures, and societal norms is equally crucial, as these elements can bridge gaps and foster mutual understanding. My engineering background, initially seen as unrelated to diplomacy, proved to be a significant asset, particularly when engaging myself in negotiations with engineering giants in Dubai, Singapore and Russia in the areas of air and sea port development, power station construction both conventional and nuclear and gas and oil exploration. My multidisciplinary studies and varied experiences, including my early role as a design and construction engineer, have enriched my perspective and approach in every diplomatic mission.

My engineering background and my experience in the relevant field in the early years of my career helped me a lot while inspecting large nuclear industrial plants in Russia, engaged in manufacturing heavy equipment like turbines, nuclear pressure vessels and transformers for Rooppur Nuclear Power Plant, and holding fruitful discussions with heads of these plants on quality control and timely delivery of machineries to our Rooppur Nuclear Power Plant Site. My engineering background thus not only facilitated these high-level technical conversations but also underscored the importance of understanding the unique sensitivities and dynamics of each country. As a diplomat, navigating these kinds of discussions with the right mix of knowledge, tact, and sensitivity is paramount. My journey thus underscores the value of a multifaceted background, demonstrating that a broad spectrum of knowledge and experiences may significantly contribute to the effectiveness and depth of diplomatic engagement.

5. What do you enjoy most about representing Bangladesh abroad, and what aspects of your role bring you the greatest satisfaction?

I am now witnessing the final stages of the construction of Unit 1 of Rooppur Nuclear Power Plant where I am one of those who is working untiringly with colleagues in our Ministry of Science and Technology, Ministry of Foreign Affairs, Ministry of Power, Energy and Mineral Resources, Bangladesh Atomic Energy Commission, Rooppur Nuclear Power Plant Project, Bangladesh Atomic Energy Regulatory Commission, Bangladesh Army and Prime Minister’s Office (PMO). This is a huge professional satisfaction. Once completed, the Rooppur RNPP will elevate us in the elite club of 32 countries who generate electricity from nuclear power plants.  

The other important area where we have succeeded in Russia since my joining here as Ambassador is to create job opportunities for our skilled manpower. Already our workers have joined shipyards in Vladivostok. Our initial success in placing workers in the Russian shipping industry not only demonstrated the capabilities and potential of our workforce but also opened doors for further employment opportunities.  Few thousand Bangladeshis are now at the final stages of joining their work places in different parts of Russia in the areas of construction, manufacturing, agriculture and shipbuilding. The positive reception from Russia towards our skilled workers has set the stage for a promising future, where Russia could become a key destination for our skilled labor exports. This development is a source of immense satisfaction, knowing that we are paving the way for mutually beneficial relationships between our two countries and enhancing the livelihoods of many in Bangladesh.

During my tenure in Dubai, I dedicated efforts to improve working conditions and expand the labor market for our nationals. The acknowledgment and gratitude expressed by those whose lives have been positively impacted by these initiatives provide a profound sense of professional fulfillment. It’s these moments of recognition and appreciation that underscore the tangible difference our work makes in the lives of others. This journey, from advocating for our workers in Dubai to facilitating new employment avenues in Russia, reflects the impactful and rewarding nature of diplomacy, especially when it leads to sustainable progress and enriches the bonds between nation.  

6. As the Ambassador of Bangladesh to Russia, what are the key priorities and goals you are focusing on in enhancing bilateral relations between the two countries?

The relationship between Russia and Bangladesh has historically been one of mutual support and cooperation. The visit of Father of the Nation Bangabandhu Sheikh Mujibur Rahman to Moscow in March 1972 laid the very foundation for this enduring partnership. Today, under the dynamic leadership of his daughter, our Hon’ble Prime Minister Sheikh Hasina, these ties are not only being preserved but are also being strengthened and expanded into new areas of collaboration.

Our diplomatic endeavors go beyond nurturing bilateral relations; we are also focusing on enhancing scientific, economic, education, trade, and cultural connections with Russia. A significant priority is our collaboration with Rosatom State Atomiс Energy Corporation ROSATOM, especially in facilitating the construction of the Ruppur Nuclear Power Plant, a project of monumental importance for Bangladesh’s energy sector. Gazprom from Russia is engaged in gas exploration and gas field development in Bangladesh. Trade, another critical area, is under constant development as we strive to reclaim and increase our market share in Russia. Our multibillion-dollar RMG export to Russia is bouncing back to pre-covid and pre-Ukraine war.

This year also marked a significant milestone with the inauguration of mango exports to Russia, a testament to our evolving trade relations. Following this success, we are set to begin exporting potatoes from the next harvesting season. These developments are part of our broader strategy to diversify and enrich our trade portfolio with Russia, involving close collaboration with both the agricultural and food ministries of Russia. Efforts are also underway to enhance logistical and trade efficiencies, including the pursuit of establishing direct flights between Dhaka and Moscow.

These initiatives reflect our commitment to building a multifaceted and robust partnership with Russia, guided by a vision that encompasses economic, technological, and cultural dimensions. By deepening these ties, we not only honor the legacy of our founding father but also pave the way for a future of shared prosperity and mutual respect between our nations.

7. As you look ahead to your tenure as the Ambassador of Bangladesh to Russia, what are your goals, and the initiatives that you are passionate about implementing in the near future?I envision a significant role for Russia in Bangladesh’s development narrative, particularly in areas such as infrastructure development, natural resource exploration, and establishing Bangladesh as an alternative manufacturing hub. My efforts are concentrated on engaging with key trade figures to unlock opportunities within the Russian market for Bangladeshi goods. The interest from various business groups in establishing their presence in Russia is a promising sign of potential business expansion. This move could serve as a catalyst for broader economic cooperation between our two countries, fostering a mutually beneficial relationship that leverages our strengths and addresses our needs. By working closely with these important stakeholders, I aim to facilitate a deeper economic engagement with Russia, hoping to see tangible outcomes that will contribute to our nation’s prosperity and growth.
